Yes, it is possible to change the background and font colour of an ebook on both a laptop/PC.

Install the Midnight Lizard plugin if you are reading the ebook in a browser. 

If you are reading the ebook using Adobe Reader, then go to Edit - Preferences - Accessibility and check the box "Replace Document Colours". Click on "Custom Colour" and you can then choose your preferred colour.
